CAA Civil Aeronautics Administration Stinson SR-9 in Juneau, AK 1941. Burleigh Putname was the chief inspector that flew this plane. He gave both "Wrong Way" Corrigian and Howard Hughes their instrument ratings. He told me that Howard Hughes was the best natural pilot he ever met.
